The council consists of 15 members, no less than 10 must be residents, with the following make up:

• 1 Human Services
• 1 Police
• 1 School
• 2 Newington Town Council
• 2 Youth
• 5 Service Consumer

Members are appointed by the Mayor for a 2-year term.
